Controller and Accountant General Get Set to eliminate ‘ghost names’ from payroll- 2022

The Government through the Controller and Accountant General’s Department (CAGD), has instructed all Metropolitan, Municipal and District Assemblies, MMDAs and Decentralized Heads to conduct a headcount of staff at their in all institutions under their control to validate their real staff on the payroll.

The directive is pursuant to Government’s Expenditure Rationalization drive intended to eliminate unexisting staff from the pay roll and address and to help ensure prudent expenditure by government while sanitizing the payroll.

The directive also encouraged Heads of Institutions under MMDAs to use the Electronic Salary Payment Voucher ESPV, system made available to them to validate personnel or staff on the payroll.

They are also to use their Internal Auditors in the validation process where necessary to carry out physical identification of staff with reference to their personal records.

This was contained in a statement signed by the Controller and Accountant-General, Kwasi Kwaning-Bosompem. It tasked Heads of Government Institutions to submit a monthly verification report of staff on the payroll together with the feedback from the ESPV system to the Director General, Internal Audit Agency and the Controller and Accountant Generals latest by 15th day of the ensuing month.

The release also stated that 30% of salaries of Ministers and District Chief Executives of the MMDAs are being deducted at source as announced by the Government.
